Two collisions on the L64

The crash occurred around 6:06 p.m. on October 26, 2026, at a junction on the L64 between Wallscheid and Laufeld, according to Wittlich police. The moped car, which was heading toward Gillenfeld, first struck a car stopped at the roadside.

Police said the occupants got out after that collision and were securing the scene when a 32-year-old driver approached from the direction of Gillenfeld. According to the police account reported by dpa, that driver failed to see the moped car and struck its driver's side head-on.

The 17-year-old was the passenger in the moped car. Its driver and the 32-year-old suffered moderate injuries. An accident reconstruction expert examined the scene, and the road remained fully closed during the investigation.

More than 40 emergency personnel responded, according to the Wittlich-Land fire service, as reported by Lokalo.de. The response included firefighters from Manderscheid, Laufeld and Wallscheid, fire command personnel, police, the rescue service and FEZ Wittlich-Land. The operation lasted about an hour.

Moped car rules and safety

Moped cars are light motor vehicles with a maximum speed of 45 km/h. They can be driven from age 15 with a scooter license.

In a March 2026 statement, the Rhineland-Palatinate state government said these vehicles provide significantly less passive safety than passenger cars. They generally lack airbags, ABS, ESP and the structured crumple zones required in cars. Their enclosed cabins and restraint systems nevertheless provide more occupant protection than small motorcycles, the government said.

The ADAC also warns that light vehicles do not have to meet the legal crash-safety requirements imposed on passenger cars and that their stability during evasive maneuvers is inadequate. Because they resemble regular cars, other road users can struggle to judge the speed difference, particularly after dark and outside built-up areas, according to the ADAC.

Insurance claims and state crash figures

Germany had about 46,000 liability-insured moped cars at the end of 2025, compared with about 26,000 three years earlier, according to figures from the German Insurance Association, GDV, reported by Saarländischer Rundfunk. That represents growth of almost 80% since 2022, including about 8,000 additional vehicles in the past year alone.

Insurers recorded roughly 2,300 motor liability claims involving micro-cars in 2025. At 50 claims per 1,000 insured vehicles, their claims frequency was similar to that of passenger cars, according to GDV.

Separate figures from Rhineland-Palatinate cover a broader category: three-wheeled and light four-wheeled motor vehicles. In a March 2026 response to a parliamentary question, the state's Ministry of the Interior reported 99 crashes involving those vehicles in 2021, followed by 135 in 2022, 144 in 2023, 168 in 2024 and 229 in 2025. Two of the 2025 crashes were fatal.

The ministry cautioned that police records do not distinguish moped cars from other vehicles in that category, so those totals cannot be treated as moped-car crash figures.
